REASON FOR NO RAISE:

A quote per City Manager, James Palenick, “…a community (Bay City) that has one of the highest property tax rates in the State ” (Bay City Times 12/13/99)

REASON FOR NO RAISE:

James gets $650.00 per month for his car.

REASON FOR NO RAISE:

(10/18/00) James has raised the numbers to 18 cars at a cost of $52,00 per year. Nice way to give your friends a raise.

REASON FOR NO RAISE:

James wants to increase co-payment for prescription drugs and doctors visits. (For Non-Union and retirees, an increase of $46,316)

REASON FOR NO RAISE:

Mr. Palenick requested his job performance evaluation be closed to the public. If James has nothing to hide he should open it up to the public.

REASON FOR NO RAISE:

James received a 16.8% raise in 1998 and a 5.9% raise in 1999. James is being compensated at least $111,321.00.

REASON FOR NO RAISE:

The population of Bay City has declined from 38,936 to 35,489 over the last 10 years per U.S. Census from 1990 to 1998 resulting in fewer people paying more taxes

REASON FOR NO RAISE:

An article in the Bay City Times , Peoples Forum , dated 8/11/99, stated “…..over the past ten years our community has consistently been rated as among the most affordable housing markets in the nation”. In the last 3 years James has increased the cost to own a home in Bay City by increasing fees, water rates, sewer rates, trash fees, ect.

REASON FOR NO RAISE:

Bay City wants to increase taxes and/or user fees for: a new library, schools, police station, new City Department of Public Works barn, and increased water/sewer rates to accommodate the $29.5 mil major renovation of the Wastewater Treatment Plant

REASON FOR NO RAISE:

Palenick's previous evaluation indicated a need for improvement of his people's skills.

REASON FOR NO RAISE:

After being told to improve his people skills, Palenick lost his temper in a meeting and called an electrical supervisor an indecent, vulgar, unspeakable name resulting in labor charges.

REASON FOR NO RAISE:

Palenick's people skills deteriorated further when he again lost his temper and stormed out of a meeting with county officials while discussing the hotel/conference center.

REASON FOR NO RAISE:

Palenick was insubordinate by not improving his people skills, showed again at the conclusion of his current evaluation when he obviously exhibited inappropriate behavior resulting in a resolution by City Commissioner requesting his resignation.

CAN BAY CITY AFFORD TO GIVE JAMES PALENICK ANOTHER PAY RAISE?
