What Palenick want the commission to know.

  1. "The developer, Mainstream Capital Corporation , requested approval to improve Fourth Street at their expense."
  2. “allows the developer to improve the Fourth Street right of way in accordance with The City of Bay City technical specifications, terms and conditions.”
  3. “Work on this project will be at no cost to the City”
  4. “cost benefit of these improvements is in excess of $200,000.00”
  5. “Work. Mainstream shall provide, at its sole and exclusive cost and expense, all of the labor, materials, equipment and services necessary and incidental to the construction of Fourth Street between Water Street and the Saginaw River.”

What Palenick did not tell the commission.

  1. The Taxpayers would pay for the construction.
  2. Half of the street would be used for a parking lot,
  3. The taxpayers would have to pay to maintain the street (parking lot).
  4. City Paid developer $250, 669.79 for the construction.

Mr. Jame Palenick was going to have 1 block of 4th Street constructed at no cost to City Taxpayers.
